Что такое Центрально-Азиатская Программа Лидерства по окружающей среде в интересах устойчивого развития

Флагманская инициатива РЭЦЦА – Центрально-Азиатская Программа Лидерства по окружающей среде в интересах устойчивого развития (ЦАПЛ) является примером успешной межсекторальной и межпрограммной деятельности, которая выполняется РЭЦЦА в регионе Центральной Азии, включая Афганистан на протяжении восьми лет. Программа из года в год динамично развивается, совершенствуется, адаптируется к потребностям стран и целевых групп.

 

На сегодняшний день это – единственная регулярная программа по повышению потенциала по окружающей среде для устойчивого развития в Центральной Азии для правительств, академического и частного сектора и НПО, которая помогает обеспечить комплексное понимание вопросов охраны окружающей среды и устойчивого развития. ЦАПЛ основана на достижениях и уроках Программы молодых лидеров ЦА (Young Leaders Programme, 2006-2008), а также Программы лидерства, реализуемой в Университете Тонджи, Китай.

 

Тематика ЦАПЛ фокусируется на вопросах водных ресурсов, изменения климата, устойчивой энергетики, «зелёной» экономики, «зеленого роста», а также на продвижении практик устойчивого развития в повседневную жизнь на примере Международной специализированной выставки «ЭКСПО-2017» и процессе принятия экологически дружелюбных решений в Центральной Азии и Афганистанe.

В 2017 году РЭЦЦА проводит Восьмую ЦАПЛ с 11 по 22 сентября 2017 года в сотрудничестве с Программой ООН по окружающей среде при поддержке Правительства Норвегии, Офиса Программ ОБСЕ в Астане, Европейского Союза, проектов “Вода, образование и сотрудничество” USAID и «Программы по адаптации к изменению климата и смягчению его последствий для бассейна Аральского моря» Всемирного Банка. Всё больше заинтересованных лиц, организаций и партнеров присоединяется к поддержке данной инициативы; растёт и число международных, региональных и национальных экспертов и спикеров, участвующих в ЦАПЛ.

 

В 2017 году 8-ая ЦАПЛ будет отличаться от предыдущих Программ Лидерства:

 

  • В целях обеспечения прозрачности и открытости конкурса в 8-ую ЦАПЛ, в 2017 году РЭЦЦА впервые была разработана, апробирована и внедрена система онлайн-регистрации, сбора заявок и онлайн-отбора участников. В результате, в 8-ой ЦАПЛ примут участие 32 специалиста из стран Центральной Азии и Афганистана, представляющих государственный, неправительственный, академический и бизнес-секторы.

 

  • В первый день открытия 8-ой ЦАПЛ в рамках сессии «Роль молодых лидеров в региональном сотрудничестве и устойчивом развитии Центральной Азии», будет проведена специальная сессия, во время которой шесть выпускников ЦАПЛ из пяти ЦА стран и Афганистана поделятся своими историями успеха и проведут панельную дискуссию по вопросу создания Оргкомитета Сети выпускников ЦАПЛ под эгидой РЭЦЦА. Затем, по замыслу организаторов и выпускников, состоится Интерактивная сессия «Посвящение в лидеры Центральной Азии».

 

Планируется, что участники 8-ой ЦАПЛ из первых уст получат информацию об «ЭКСПО-2017», которая проходит в Астане с 10 июня по 10 сентября 2017 года от ее организаторов, о важной роли регионального сотрудничества в продвижении зеленой экономики и подхода «взаимосвязи между водой, продовольствием, энергией и экосистемами», примут участие в пленарных сессиях, групповых дискуссиях, интерактивных упражнениях, а также посетят экологическое поселение вблизи г. Алматы «Алмарай», где пройдут мастер-классы, тренинги, экскурсии, чтобы узнать об  экологически дружелюбных способах строительства и приобщиться к образу жизни в гармонии с природой.

What is the Central Asian Leadership Programme on Environment for Sustainable Development

The CAREC flagship initiative, the Central Asian Leadership Programme on Environment for Sustainable Development (CALP), is an example of successful cross-sectoral and cross-program activities carried out by CAREC in the Central Asian region, including Afghanistan, for the eight last years. The programme from year to year is dynamically developing, improving, adapting to the needs of countries and the target groups.

To date, this is the only regular capacity-building programme on Environment for Sustainable Development in Central Asia for the governments, academic and private sectors and NGOs, which helps to provide a comprehensive understanding of the issues of environmental protection and sustainable development. The CALP is based on the achievements and lessons of the Young Leaders Programme (Young Leaders Programme, 2006-2008), as well as the Leadership Program implemented at the Tongji University, China.

The topics of the CALP are focused on water resources, climate change, sustainable energy, green economy, green growth, and promotion of sustainable development practices in everyday life, on the occasion of the International Specialized Exhibition “EXPO-2017” and environmentally friendly decision-making process in Central Asia and Afghanistan.

In 2017, CAREC will host the Eighth CALP from September 11 to 22, 2017 in cooperation with the United Nations Environment Program, with the support of the Government of Norway, the OSCE Programme Office in Astana, the European Union, the USAID Smart Water project, and the Climate Adaptation and Mitigation Program for Aral Sea Basin (CAMP4ASB) of the World Bank. More and more stakeholders, organizations and partners join in supporting this initiative; and the number of international, regional and national experts and speakers participating in the CALP is also growing up.

In 2017, the 8th CALP will differ from the previous Leadership Programs:

1) In order to ensure transparency and openness of the contest in the 8th CALP, in 2017 CAREC first developed, tested and implemented a system of online registration, collection of applications and online selection of participants. As a result, 32 specialists from Central Asian countries and Afghanistan representing the state, non-governmental, academic and business sectors will take part in the 8th CALP.

2) On the first day of the opening of the 8th CALP under the «Role of young leaders in regional cooperation and sustainable development of Central Asia» session, a special session of the CALP’ graduates will be held, during which six CALP’ graduates from five CA countries and Afghanistan will share their success stories and hold a Panel discussion on hoe to establish and support the Organizational Committee of the Network of Alumni of the CALP under the aegis of CAREC. Then, according to the idea of ​​the organizers and alumni, the interactive session «Initiation to the leaders of Central Asia» will be held.

It is planned that the participants of the 8th CALP will get first-hand information on the EXPO-2017, which takes place in Astana from 10 June to 10 September 2017 from its organizers, on the important role of regional cooperation in promoting the green economy and the «interconnection between water, food, energy and ecosystems», will take part in plenary sessions, group discussions, interactive exercises, as well as visit an ecological settlement near Almaty «Almaraj», where master classes, trainings, excursions will take place to learn about environmental friendly ways of building and to join the way of life in harmony with nature.
